permaban thoee who meets all of the following conditions, including but not limited to:
. accept language starts with ru-
. russia time zone
. referrer comes from allchans, imageboardsdotnet, chancity, and literally any imageboard list possible
this should stop most 'p advertising from appearing

use perceptual image hashbans (not cryptographic hash bans which can easily be evaded), also other 'p blocking filters

this may be hard and can trigger false positives but its better than having 'p up on the site for hours. plus those who get falsely banned can just appeal ('p spammers don't even put anything in appeal or just spam more 'p links)
