No simple answer on this one, because breaking the ice by asking the question could seriously alter a budding friendship or romance. I once had a girlfriend back in high school that was watching this comedy show where an actress was tied to a chair by a "friendly" burglar. We started laughing about it together, and I said, "Think it's funny, huh? I guess I'll just have to tie you up." She said stuff like, "Oh no you don't, you wouldn't." The more she "protested", the more I realized it would be okay. So I finally just grabbed some rope and did it.
So, using the TV is always a good start - you can see how they react at least. If you're already romantic, try and pin her wrists down when you're on top - take the initiative, be a little dominant. If you're standing, pin them behind her. If she writhes with a little pleasure over the feeling of being "secured", it's probably safe to introduce some real bonds.
Also, honesty upfront is always the best policy. If you get lucky, I would advise against pulling out some kind of toybag full of ropes, ball gags, whips, etc. Start out small first - it's more fun to grow together anyway.
Walk the mile first... then have the fun!
