I agree. Far be it from me to question a TUG, but knowing why he wants to be tied up could help you better understand what sort of experience he's looking for. As drawscore mentioned, is he purely in it for the challenge of escaping? Or does he actually enjoy being tied up?
Secondly, what you do largely depends on what you have at your disposal. Duct tape is cheap and owned by nearly everyone meaning that your parents probably have some stored away. Rope is a better option as it allows for more than simply wrapping, and can connect to other points easier than duct tape. If you're willing to invest an hour or so to researching decent knots the payoff can be substantial.
As far as the actual position, you have a number of options to choose from. Personally, I'm a fan of the hogtie and spreadeagle. The advantage of the spreadeagle tie is that it can be held for a long period of time, provided that the bonds are not super tight. Also, if you're looking for some good sibling fun it provides an opportunity for some tickle torture.
All this being said, I really don't think you need to overthink this. Especially if he is only 13. Just do a better job than my brother did with me when I was younger. No shoelaces or loose cloth knots. You're a TUG enthusiast for God's sake! Now's your chance to prove it! Best of luck and hope to see the results!
