Wondering about this also. I'm one of the many people in the same boat searching for a regular bondage play partner. Here's what I've learned even though I still haven't found a regular play partner.
You can try Fetlife.com. It can be hit or miss though and is somewhat difficult to navigate.... Tinder and OKCupid are worth a shot since there's a lot of kink friendly members on there looking to connect or date. You can write something about 50 Shades of Grey in your profile to give a indication you're into it.
You may have a bit more luck offline exploring your local bondage community to be honest. People tend to be flakier on websites and apps than in RL. Do a Google search for a local munch (a meetup for those who are interested in bondage and get together at a cafe or restaurant to casually chat and get to know one another) I'm sure there's many in Seattle. What I've learned about local bondage communities over the years is a lot of it comes down to trust and who you know and whether they know you or their friends know you. After they get to know you for a bit and see you're safe and sane you might get invited to play parties and learn about events. Think of getting your foot in the door with your local bondage community as networking since that's basically what it is.
Another thing to consider is to make friends outside of your local bondage community. Bondage has become common and more mainstream IMO; more people than you'd expect are at least somewhat interested in exploring it. Who know's- maybe you'll find her in a cooking class, at the gym, etc... Good luck!
