To me, it depends on the scenario. If you're tying up a partner for aesthetics or a little "Let's see if you can escape" roleplay, I usually start with the ankles. Why? Purely for comfort reasons. If they're going to be tied for a while, then starting with the ankles/knees just makes them more comfortable.
If it's part of a power exchange, then tying the hands first (I prefer to even start with a blindfold here) makes them feel more helpless and excites those submissive feelings.
If it's part of a capture (burglar in the house, cops & robbers, etc.), then you have to tie the hands first, so it's more realistic AND they can't untie the other parts and escape.
Walk the mile first... then have the fun!
