This actually gets into the dsm labeling system. We who handgag and subdue also tend to like doing so with ropes, scarves, tape, etc. However, in the Diagnostic Statistical Manual that Psychiatrists use, anything with objects involved (cloth, tape) in sexual context (we probably get chalked up to foreplay) is paraphilia. I think there is more going on here than just an isolated psychological diagnosis personally, and believe this phenomenon (TUGs) are shared through wide swaths of the population worldwide. At some point you have to recognize it as part of human identity instead of displacing it as an oddity.
