Well I was reading up on the prototypes, and two things.
1. Apperantly they'd come equipped with sensors so if someone's homeostasis is unstable it will be impossible to shock them.
2. They're supposed to record this stuff. So if someone's parol officer administered a shock of 50,000 volts at 2 milliamps at 3:47AM because he tripped, it'd record that. Then that parol officer would be in trouble.
