Build a Story Around a Drawing, Photo, or Illustration

The boy in the cropped comic book cover, is "Corporal Rusty," from the 1950's TV series "The Adventures of Rin Tin Tin."

Would anyone care to attempt to write a story around the picture?

Actually, the comic cover as posted, is correct, and was originally reversed back when the comic was printed. As proof, I offer two colorized vidcaps. Note the patch on the left shoulder, and that there is no patch on the right shoulder. Also, when gloves are carried in the belt, it's on the right side, as shown in the shot of Rusty's right side.
