Seriously though, I may be wrong about this, but I believe handcuffs are illegal here in Oz (except for law enforcement).

I don't know about New Zealand, but I know there are a few places here in the US where there are restrictions on this kind of thing.

-I can't swear to this, but I believe Florida has a law that bans anyone who's not in law enforcement from having a handcuff key. Since you'd typically have to have a key to get out of handcuffs, that kind of limits actually owning handcuffs too. I don't know if that's strictly enforced or not though. There are literally tons of laws on the books that aren't enforced anymore. I would bet if I'm right about this this law would probably be one of them.
-Alabama and Mississippi have pretty much banned "sex toys." While this is mostly used to denote things that are directly involved in "stimulation" (use your imagination), it makes it very hard to open an adult store in either of those states. This would limit the ability to buy anything specifically made for bondage purposes since that's typically where you'd find them.
-I think Texas and Utah have laws that restrict certain adult toys, but I don't think they've outright banned them like Alabama or Mississippi. I don't know their laws on the issue very well though.

Of course, I don't think laws prohibiting buying cable ties or rope without a permit are on the books anywhere. I could be wrong though.

Okay I looked it up and what the Florida law actually bans is a "concealed handcuff key." What this means is anything used specifically to try to get out of handcuffs during an arrest. It wouldn't ban keys to handcuffs like somebody on here might use in one of their stories.

Solution One: this is an april fools joke
Solution Two: You are not alone; there are other bondage lovers in New Zealand!
Solution Three: You're famous!!! 8)
Whatever the case, you win... sorta. :/

For all your bondage needs, come to the UK.
Where parents don't give a damn about what you get up to.

Ok, even if the New Zealand Government wants to outlaw bondage, does that also mean that people under 18 can't use rope or zip ties for anything at all? They're both very useful tools, even if they can't be used for our favorite purpose for them.
There's a permanent tension in music isn't there? On one hand you have three chords, you know, four four and three chords. Then there's the people like me, who say "Well, why don't we add a fourth chord and put it in five four?" - Bill Bruford

A google search for this law doesn't give any results. I still suspect this post has something to do with April Fool's ... If not, ducttapeboy, please post a link where we could find info about this law.

This joke would have been funnier in a single-country world, especially if people believed it XD
Still, good one! "a handyman licence to buy duct tape" is the funniest. Imagine having to call a mechanic every time you need something taped
