Part B: POLICY IMPLEMENTATION:
32. As noted, this policy is final and all Year Eight students must comply with it. Any deviations from it and girls will get punishments--see the PUNISHMENT section.
33. As noted, the girl must be at least in her proper bra and knickers, restraints and gag upon entry to the school. If she is in a coat, her arms are not to be in the coat but rather the coat to be draped around her body.
34. Prefects on duty or assigned teachers will temporarily remove their other clothing to check if they are properly bound, gagged and wearing the proper attire.
35. Girls will be assigned to a senior girl who will escort them through the day. This senior girl (usually a senior Year and/or prefect) is responsible to guide the student through out the day. Each Year Eight may be assigned one single senior or two Year Eights to one senior, depending on the availability of them.
36. Upon meeting her senior, the student will be cuff to her as she is led throughout the school premises. This is not additional restraints but a means to ensure the senior does not lose track of her charge/charges. Over the weeks, judging on the performance, this cuffing will not be used.
37. The senior is responsible for carrying the girl's bag since she will be unable to do so. She will guide the student to her classes and help seat the girl. If the senior herself has no classes, she will remain with the student's class to help remove restraints and gags when need be. Otherwise, other prefects/seniors will be at hand to assist the Year Eights.
38. As noted, restraints will only be removed for writing and hand usage, for example, lab lessons. Gags will be removed for talking with teachers or light discussions with other students. Once the activity is done, the restraints/gag will be replaced.
39. Teachers, at their discretion, may ask that the student be re-bound/gagged if the answer is highly off topic/student is making rude/excessive remarks/fingering or simply disruptive. Punishments will be accorded--see PUNISHMENT section.
40. After several lessons, the girl's will get a short break with their hands unbound and gag removed. They are not allowed to speak or engage in games but may move their limbs and drink water. This break would last around five minutes or depending on the senior's discretion.
41. Recess/lunch break: The student will still remain hands bound during this time. She will nod or indicate which meal she requires and her money will be drawn from her purse. In addition to sitting at the table, her ankles will be bound with plastic ties. This is to prevent her from easily moving away from the table.
42. With her hands bound, she will be fed her meal/snack by the senior girl in charge. A large napkin will be clipped over her to prevent any spillage onto her bra.
43. After lunch break, there is a mandatory toilet period (although the girl may have requested for an earlier break) which the girl should use the toilet. Her hands will naturally un-bound but she must not touch her gag.
44. Bindings during non-academic lessons: The ruling will still be enforced during Physical Education lessons. Girls will be trained how to move about and engage in sports with their hands bound--often in front. Due to Physical Education, their bounds may be free from the gag but it depends on the activity. A similar case will occur during swimming lessons, where the girls will don only a dark blue one-piece swim suit. These sports are conducted by a trained sports teacher.
45. The senior girl will stay with the bound and gagged girl until she leaves the school. Only when she exits the school will the girl be allowed to put on outer clothes and be free of her restraints. Even if a girl re-enters school for any reason, she must be clad in her underwear and bound and gagged.
PUNISHMENT
46. As noted, this code is mandatory and Year Eight's failing to follow it will get punishments.
The List is as follows although the discipline master can amend it at his discretion:
47. Wrong colour/type bra: 3 Demerit points plus made to change to school-issued bra. Repeated offence: 5-10 demerit points, plus 2-3 hours of detention.
48. Wrong colour/type knickers 3 Demerit points plus made to change to school-issued high waist knickers. Repeated offence: 5-10 demerit points, plus 2-3 hours of detention.
49. Wrong tape gag/tape is loose upon arrival/wrong type of gag without medical reason: 5 Demerit points plus 3 hours of detention. Repeated: Varying demerit points plus gag elevated to stuff gag with multiple tapes, not allowed to engage in conversation in class.
50. Wrong kind of wrist restraints/lose restraints/improperly applied: 5 Demerit points plus 3 hours of detention. Repeated: up to 12 demerit points plus arms will be further restrained for another few weeks.
51. Attempting to remove gag/restraints: Immediate isolated detention with a restraining to a chair. Repeated: Isolated from class and maximum demerit points.
52. Resisting instructions from senior girl/prefect, moving away from senior girl: 3 demerit points to 2 hours of detention.
53. Talking back at teacher/rude/irrelevant comments once gag is removed: Immediately gagging with additional stuff gag, not allowed to speak at school for up to a week, detention of varying hours.
54. Rude gestures/ not writing or engaging in assignments once restraints are released: Immediate restraining, with possibility or additional arm restraints. Not allowed to write for a few days in school.
55. Consistent weak grades/improper behaviour: No possibility or donning uniform or being released from restraints and gag through out Year Eight. May continue to do so in next year or retention to Year Eight. See ADDITIONAL COMMENTS BELOW.
56. Parents will also be informed once a daughter is subjected to punishment, subject to the ability in contacting them. Parents may be allowed to contest the form of punishment, but the Discipline Master's ruling is usually final.
ADDITIONAL COMMENTS:
57. While this policy applies to Year Eights, it does not meant other Years are exempt. Teachers/Prefects may recommend that students be placed under this policy if they have weak grades or poor behaviour.
58. Through out the term, the students academic grades, social performances and other restricted criteria will be used to judge if they should graduate. Such a policy for now is confidential and only the Principal or the Discipline Master will have the final say when the girl will be released from restraints/gag, or allowed to to done parts of the school uniform.
59. At the teacher's discretion, the students may be subjected to more gagging or restraining. This may not be necessarily due to punishment but to ensure for example, that noise levels are kept to a minimum.
60. Referring to 59), with the gag on, girls should remain silent unless they really need to make noise or are to talk through gag speak. This is for instance when communicating with teachers (for attendance) or seniors. If for example, the girl needs to use the toilet, she should make two short "mmphs" loud enough for those in authority to hear. Three short bursts means it is an emergency. Otherwise, the girl should not make noise through the gag. Again, if the student makes excessive noise, she will be subjected to punishments. See PUNISHMENT above.
61. While this rule is enforced on all school premises, the Board has yet to decide how the girls will be treated during school outings. Nevertheless, these are rare at Year Eight level.
62. In reference to additional restraints or gags during punishments, the school is authorised to use a variety of materials, including panel gags, tube gags, blindfolds, straitjackets ropes, chains handcuffs and the works. Safety will be ensured when using them--see HEALTH AND SAFETY below.
HEALTH AND SAFETY:
63. We take the girls well being and safety as our primary priority. That is why parents and girls should follow the rules strictly and not use other gags, bindings or wear non-regulated underwear or clothing.
64. Our staff and senior girls/prefects are trained to guide the Year Eights. Year Eights should not disobey and further instructions to from those in authority. That is why Year Eights will be initially cuffed to their seniors when walking and MUST not stray away from them.
65. Seniors as noted will help carry the bags of the Year Eight students. Please refer to the normal school guide regarding the weightage of the student's bag. Seniors are trained to carry bags and are well disciplined not to touch are private possessions. If they do so, they will receive punishments.
66. As noted, Year Eights will be restrained around their ankles during recess/lunch time. This is not just to stop them moving but to prevent excessive movement that may cause injury.
67. While Physical Education and sports activities also require the girls to be restrained, the teachers and coaches are professionals trained to teach students who are restrained and prevent any possible injury.
68. With the girl's health and safety in mind, they are also to wear a name tag attached as a necklace to them. This will help staff and other students identify the students. All Year Eights should also have submitted their medical records to the senior nurse.
69. Due to the policy, the school has made modifications to the premises to ensure our Year Eights are considered as only students. The height of the fences have been elevated to prevent outsiders from easily looking in. The windows are now coated in a material such that people can only look out and not see in. Many sections of the school are now secluded and even satellites will not be able to take clear pictures of the building.
70. To assure students and parents, all staff and senior girls are trained in first aid and evacuation, inasmuch as the Year Eights are restrained and gagged. Parents can reassured that students will be safe in any unfortunate event.
71. With regards to 70), the school does allow exceptions when the Year Eight is unable to be dressed or treated in the policy manner. This however should be certified via medical documentation and strong proof. Punishment to the student and even a criminal charge towards the parent may result if the student's condition is falsified. All local clinics and hospitals are now informed to give a special letter if girl's need to be exempt. Even if they need to be exempt, they may still get different forms of restraints and/or gags or may have to continue the policy through their Year Nine term.
OTHER FINAL COMMENTS
72. We hope that Year Eights will benefit from this experience and all of them will progress successfully to the next stage.
73. We also hope that parents. relatives and friends of the Year Eights will continue to support their Year Eight girls and this policy.
74. This policy and the rules are subject to change, pending Board and community approval. Everyone will be notified if changes are made.
75. Once again, we hope that Year Eights at Salihall will enjoy their year!
