I've heard the story and, no, the police were not overreacting. If I saw a man hauling off a tied up, naked woman, I'd call the police ASAP! How would you know it was just roleplaying? Since this was a staged act in open public, the woman could have been charged with indecent exposure, a sexual felony in my state, meaning that the woman would have to register as a sex offender. This was an act that went too far.
On the other hand, if you want to talk about cops overreacting, there was a man in Texas who was arrested on suspicion of kidnapping because he was walking home with his black grandchild. The man, who is, of course, white, was stopped and questioned by police when he was walking with his grandchild. The police officer let him go, but as the man and the child neared his home several police officers intercepted them and arrested the man. It took the man's daughter, who is also the child's mother, over an hour at the police station to convince the police that the man was her father, the child hers, and that he was not kidnapping the child. Now, that's the authorities going overboard.
