As I explained to another user who asked the same question recently by PM, outbox simply means the intended recipient has not opened their inbox since you sent their message. Once they do, your PMs are listed as Sent; whether or not they are actually read. The change has absolutely nothing to do with anything you did or did not do.
The opening of their Inbox is in fact the ONLY thing the change from Outbox to Sent indicates. Some people take days, weeks, or even months to open their outbox if they're new members or are simply dabblers. Usually when something of mine stays in the outbox for a month (which usually happens only when I address a new user), I assume it's never going to get read and delete it.
