Is it illegal to ask a minor to tie them up? And is it illegal if one does tie them upWith their consent?

The answer is not so simple although it probably is safe advice. In the first part, if the minor does the tying AND it can be proven it is not for sexual interest, I can think of no crime it represents.
For the second part, it goes to the minor's capacity to contract. Again, if it can be proven it is NOT for the sexual gratification of either party and therefore not illegal per se, it probably is legal at its inception. At any time however the minor has the right to repudiate the contract and be freed --- restraint after that event is likely illegal and actionable in both criminal law and civil law (e.g. a suit for monetary damages).
In either case it is best to get the terms signed by the parties, in writing before the fun begins.
The safer way is wait until they attain their majority.

i think that is what I said --- all I did was give a light legal analysis of why rather than rely on one person's omniscience.

That depends on a) the location of the people involved, and b) the age of the people involved. Age-of-consent laws vary from US state to US state and country to country. If the minor is old enough to consent to sex, the minor should be old enough to consent to a tie-up. Even in places where the minor is not old enough to consent to sex, it may - MAY - be legal to do tie-ups that involve absolutely no sexual contact.

Even if it's legal, however, that doesn't make it a good idea. It is possible to have big problems from people thinking a law has or may have been broken even if it is ultimately determined that nothing illegal occurred. If the minor becomes unhappy with what happens after being tied, your claims that the minor consented might not mean very much.

As Cello said- it's heavily dependent on which law you are under.
Example: according to UK law, technically speaking, tie ups even between consenting adults are not legal. (because tying someone up is a legal infriction, like hurting someone...and the law there does not recognise consenting into harm).
