As kids, the initial limit was 20 minutes, but then, we ranged from 10-15, and were smart enough to know that if the younger kids did not have fun (ie: Got loose, and/or got to tie up one of the older kids, or both), they'd drop out of the games.
There were exceptions. At 13, you could opt to stay tied up to 45 minutes, but that was it. And, when we played our version of "hide and go seek," sometimes a couple of the 12 and under kids might stay tied for 30-40 minutes, but there was ALWAYS someone close, and if anyone asked to be untied, they were untied, no questions asked. Sometimes, it was for a bathroom break; sometimes, a kid might just be tired of being tied, and needed a break or rest, but he did not have to give a reason.
In the adult world, the ties (and gags) can be a little tighter, and time limits extended, but the original point, is still that it has to be both consensual, and fun for everyone concerned. If it is neither, then it is inappropriate, and possibly, a violation of the law.
