Jay, I often have trouble understanding your questions. Unfortunately, this is no exception.

Are you asking whether the time period in which a story takes place matters for some of us?

If so, I'd answer yes for me.

Of course, that doesn't mean I wouldn't get any enjoyment out of reading the details of a bondage scene that happened in the 1800s, for example. Chances are though, that I'd enjoy a scene from the late twentieth century to early twenty-first century, a lot more.

Some tuggers, like me, don't get as big a thrill as others from reading about simple "rope and handkerchief" bondage.
I greatly enjoy duct tape, zip ties and other relatively "modern" inventions.

So yes, in general, I prefer reading about modern tie ups as opposed to those of past centuries.

Dates matter. Modern communications have developed so rapidly that certain things that were previously understandable would now be incredible with constant access to mobile phones, etc.

To be honest.. i haven't really heard from those kinds of stories in the past, maybe I should look those up, sounds like an interesting concept.

Date of the event, or current date? Dates can be hinted at, or stated overtly. The one question, is whether or not the date is essential to the story. Does it make a difference if the story was set in 1969, or 2011?

My initial reaction to your post was: Are you referring to dates as in month day and year, or are you asking about TUGs that happen between two people while ON a date, such as a prom date or movie date?
