Tying is about skill, not strength. Even the tiniest woman who knows what she's doing can tie someone quite effectively. There may be a couple of things at work here. I think quite a few women are a bit hesitant about tying someone tightly for fear of hurting them. On more than one occasion, I've had to tell a woman, "Please tie me like you mean it!" They did not understand that "too tight" was quite a bit tighter than they thought. Men's social conditioning is more supportive of "playing rough." I also wonder if a higher proportion of men get some rope skills from things like Boy Scouts - I remember learning the concept of lashing and cinching there.
But that's from the physical perspective. From the psychological perspective, I agree that it feels more natural to submit to someone who is physically larger and stronger. I'm a switch tending more towards the submissive side. But I feel my dominant side coming out more with a woman who is smaller than I am, while feeling more naturally submissive with taller and/or heavier women. (I'm only 5'7", so it is possible for me to find taller women.)
Sexually, I'm only interested in females. But I enjoy being bound for its own sake, so I have no problem with being tied by a man who knows how to make me inescapably helpless.
