Technically perhaps not, but if the feeling (hopefully pleasurable) is the same what's the real difference? There were a number of times when I was bully-pinned down without rope or other restraints by some of my friends while they 'tortured' me, and I enjoyed it just the same.

Actually Chris the G stands for Games, not Gagged. Of course, Jay's scenario could involve hand-gags. Me, I'd consider the situation below as close enough to a TUG to suit me.

I don't think it's an actual TUG, but I'd love that situation..
But what I'm saying is: it's not tied up, but it would give me the same feeling of helplessness. So no, it's not a TUG, but yes, do it to me any day of the week ^^
Well, it seems to me that the difference being tied down and held down by someone one is a minimal one at times; and sometimes being held down can if anything be a heck of a lot more fun. Most of those being held down in these pictures seem happy enough to be where they are; and I reckon I would be too if I were in their place. If being held down doesn't technically count as a TUG, maybe it should be considered an honorary kind of TUG since it leads pretty much to the same thing.
