When incidents like this happen, it's usually (but not always) the result of poor or lax parenting, and/or poor role models in the boy's life. The kid and parents should both be examined by a mental health professional to determine where the problem lies, and then, steps need to be taken to correct the problem.
Considering the age of the boy, he will probably get the examination. Considering that the parents brought him in, they may not be poor or lax parents. But they still should undergo a mental health exam to determine if there are underlying causes.
I also find it interesting that this showed up in a British paper, and not an Ohio paper, as the incident occurred in Ohio. (But there were TV station call letters in one of the pictures.) But also considering that many of our political missteps and scandals appear in the British press long before our own press reports on them, I am not really surprised.
