I've seen young teenagers (13-14-15) do it easily, mostly because they grow up, and not out, meaning they hit puberty and grow taller, but for every four inches they gain in height, they might gain an inch around the waist. The general rule of thumb, is that if a person's inseam measurement exceeds his waist size by four or more inches, pulling tied hands under the butt and bringing them to the front, is not a difficult thing to do.
In short, a kid who wears a boys size 12 (26" waist, 26" inseam) would not be able to do it. His friend, (25" waist, 31" inseam) would have no problem.
