The simplest and most obvious answer, is that it depends on many factors. First, the type of rope, which can be 1/8" sash cord, 1/4" cotton clothesline (the most common), 1/4", 3/8", and 1/2" braided hemp, etc. Other materials might be strips torn from a sheet, rawhide bootlaces, adhesive tape, duct tape, and, in my youth, I saw a couple of kids tied with rolled up scout neckerchiefs.
Next, is it tied against the bare skin, or over a shirt? That will affect the marks left. So will the type of shirt (or jacket) if the rope is tied over it. Sweat shirt? Pullover? Long-sleeved T? Pajama top?
Then, how tight is it? Varying degrees of tightness will make a difference. You may have a different scale, but I use "loose," "snug," "tight," and "very tight."
(The next question, would be "Why would you want to tie someone in a "loose" tie? We did it to new kids we wanted in our scout troop, because we DID want them, and therefore, wanted them to pass the "initiation." It was also done to "boost the confidence" of the younger kids. By getting free, they got the feeling of accomplishing something, or beating a challenge. That was important to us.)
Your question does not have a hard and fast answer. There can be guesses for the various materials and conditions, but the best anyone could do, is guess at it.
