As the escalating war in the Middle East continues to disrupt traditional energy supply routes and, and the global geoeconomic fragmentation is reshaping trade patterns, a new Eurasian energy architecture is emerging with three pivotal actors—Russia, China, and India—forming its basis.
What initially appeared as a temporary adjustment to Western sanctions and market volatility is evolving into a deeper supply chain linking the world’s largest hydrocarbon exporter with its two fastest-growing economies.
Iran’s de facto blockade of the Strait of Hormuz, a critical chokepoint of the global energy transportation system, has vividly underlined the urgent need for such realignment. The blockade of this vital maritime corridor, accounting for 20% of the world’s oil flows and a large volume of liquefied natural gas transportation, has triggered an unprecedent hike in oil prices, pushing Brent crude above $110 per barrel and forcing governments across Asia to reassess their energy security strategies.
For Russia, the new Middle East crisis has highlighted the strategic expediency of its ‘Turn to Asia’. For decades, Russian oil and gas flowed primarily westward to European markets, yet Moscow long foresaw the shift of the global energy demand towards Asian markets.
Speaking at the final plenary session of the 11th Valdai International Discussion Club, President Vladimir Putin underscored this logic: “…as a large part of our country is geographically in Asia, [w]hy should we not make use of our competitive advantages in this area? It would be extremely shortsighted not to do so.” The eastward reorientation of Russian trade, which began back in the late 1990s, gradually advanced through the 2000s, and accelerated after the beginning of the Ukraine crisis in 2014, has produced tangible economic results. Today, a growing share of Russian oil and gas exports has moved eastward across Eurasia.
Most of Russian hydrocarbon exports redirected from Europe have been taken over by China and India: in early 2026, China accounted for about 48% of Russia’s crude exports, and India, for around 37%, which makes them by far the largest buyers of Russian oil. These figures indicate a profound structural shift.
The reorientation of supplies is supported by expanding infrastructure—from the Power of Siberia gas pipeline delivering Russian gas to China to the rapidly growing tanker routes connecting Russian Arctic and Pacific terminals with Asian refineries.
China’s role in this transformation is central. As the world’s largest energy importer, Beijing always sought to diversify supply sources to secure its growing economy from geopolitical shocks. Russian crude has become a crucial component of that strategy. In 2026, China remains the largest buyer of Russian fossil fuels, accounting for more than half of export revenues among Russia’s top five customers.
China has also taken precautionary measures to mitigate the risks posed by the Middle East conflict. Beijing has curbed fuel exports, and the National Development and Reform Commission has ordered refiners to prioritize domestic supplies amid external disruptions. This points to China’s concern that prolonged disruptions in the Gulf oil shipping may tighten Asian markets.
India’s position is equally significant. India is the world’s third-largest oil consumer, and its energy demand continues to expand rapidly alongside economic growth. Russian crude remains the country’s largest source of imported oil, with deliveries exceeding 1.5 million barrels per day in early 2026. New Delhi sees the diversification of supplies not merely as a matter of commerce but also a factor of national security. Indian officials repeatedly emphasize that ensuring reliable energy supplies for more than 1.4 billion citizens is a key national priority. In this context, Russian oil—often offered under flexible pricing and transported along diversified routes—provides a valuable hedge against the Middle Eastern market volatility.
The military escalation in the Gulf has sharply reduced tanker traffic and disrupted LNG flows through the Strait of Hormuz, tightening supply across Asian markets that depend heavily on Gulf producers. Analysts warn that Asia is particularly exposed to such disruptions because of its dependence on maritime energy imports from the region. The emerging Russia–India–China energy triangle is a pragmatic response to the systemic risks.
From the Russian perspective, the logic is clear. Moscow benefits from stable long-term demand for its hydrocarbons and from Asian export routes that reduce its vulnerability to Western political pressure.
Russia’s vast reserves—among the largest in the world—require sustained investment and predictable markets. Asian consumers provide precisely that combination of scale and growth.
For China, Russian supplies offer geographic and strategic advantages. Unlike Middle Eastern cargoes that must transit vulnerable maritime chokepoints, Russian energy can reach China through pipelines, Arctic shipping lanes, and relatively short maritime routes from Pacific ports. This diversification strengthens Beijing’s energy security at a time when geopolitical tensions increasingly affect global trade routes. India’s strategy reflects similar considerations. While the Gulf will remain a key supplier, overreliance on a single region may expose India to supply shocks and price volatility.
Expanding purchases from Russia—along with growing cooperation in refining, petrochemicals, and LNG—help balance that risk while ensuring competitive pricing for Indian refiners. Along with transforming energy flows, the energy triangle is reshaping the financial and institutional landscape of Eurasian commerce. Within BRICS, Russia, India and China have explored mechanisms for conducting energy trade in national currencies and building alternative payment systems. These initiatives reflect a broader effort to create financial infrastructure for sustained large-scale trade that could withstand global market disruptions, even during geopolitical crises.
The implications extend beyond hydrocarbons. Stable energy flows underpin industrial growth and economic stability across Eurasia, and as demand shifts towards Asia, the integration of Russian resources with Chinese and Indian markets is set to become a new normal in the 21st-century energy order. This policy does not diminish the importance of imports from Gulf producers, but it mitigates the risk of overreliance on a single region or transit route.
What is emerging is not replacement, but rebalancing. Russian energy is increasingly complementing Middle Eastern supplies, giving China and India greater resilience against external shocks.
For Moscow, Beijing, and New Delhi, the message is clear: amid global geopolitical and geoeconomic fragmentation, exacerbated by the U.S. and its allies’ hostile but faltering policies and internal contradictions, building diversified and resilient energy linkages is no longer optional but strategically critical.

Under the current pricing mechanism, gasoline and diesel prices (standard products) would have been raised by 2,205 yuan ($305) and 2,120 yuan per ton respectively as of Monday, but would actually be increased by 1,160 yuan and 1,115 yuan after the adjustment (starting Tuesday), according to NDRC, China’s top economic planner.
Since the previous adjustment of domestic refined oil prices on March 9, international crude oil prices have surged sharply, driven by escalating conflicts between the US, Israel and Iran, with crude oil prices in the Middle East region continue to hit record highs.
To cushion the impact of the abnormal spike in global oil prices, ease the burden on downstream users, and ensure stable economic operations and public welfare, NDRC has introduced temporary regulatory measures on domestic refined oil prices within the existing pricing mechanism framework, according to NDRC.
The NDRC vowed to guide refiners and distributors to step up production, logistics and supply arrangements to ensure market supply, while working with relevant authorities to strengthen market supervision and inspections. Violations such as non-compliance with state pricing policies will be strictly penalized to safeguard market order and protect consumer interests, according to NDRC.
According to a Xinhua News Agency’s Monday report, in recent years, refined oil prices have been adjusted in line with the current pricing mechanism. This marks the first regulatory intervention since the mechanism was introduced in 2013.
Experts said the move represents a timely and robust response to the sharp rise in global oil prices, and will play a key role in ensuring stable domestic economic operations, according to Xinhua.
The temporary regulatory measures are aimed at easing the burden on downstream users, effectively limiting the increase in domestic gasoline and diesel prices to 1,160 yuan and 1,115 yuan per ton, respectively—1,045 yuan and 1,005 yuan less than it would have been increased – equivalent to about 0.85 yuan less per liter nationwide on average, China Media Group reported on Monday.
For private car owners, based on a 50-60 liter fuel tank, filling up with 92-octane gasoline would cost 40-50 yuan less per tank; for heavy truck drivers, based on a 400-600 liter tank, the savings would amount to 300-500 yuan per fill-up, the report said.

The approval grants Atlantic Lithium, an Australia- and UK-listed mining company focused on West Africa, through its local subsidiary, exclusive rights to mine and process lithium in Ghana’s Central Region for an initial 15-year period, renewable under national law, according to News Ghana.
The project is expected to attract strong international interest, particularly from Australian investors, given its listing on the Australian Securities Exchange and Australia’s growing role in the global battery minerals value chain.
For Ghana, long known as a leading gold producer, the development signals a shift towards minerals critical to the global energy transition, including lithium, a key component in batteries used in electric vehicles, renewable energy storage and advanced technologies.
Under the agreement, the Ghanaian government will hold a 13% free-carried interest in the project, ensuring direct participation without upfront capital investment.

Ghana will earn royalties on a sliding scale ranging from 5% to 12%, depending on global lithium prices.
The framework is intended to increase government earnings during price surges while maintaining project viability during market downturns.
Despite these provisions, the deal faced resistance from Minority lawmakers, who argued that lithium is a strategic national asset whose long-term value must be carefully managed.
However, the ratification removes a major obstacle, allowing the company to advance financing discussions and move closer to a final investment decision.
Economic revival and local participation
The project has secured up to $16.4 million in funding from Ghanaian institutional investors and Long State Investments, reflecting growing domestic interest in lithium as a strategic resource.
For communities around Ewoyaa, the approval could help revive economic activity after months of stagnation caused by earlier delays, which had led to workforce reductions.
The construction and development phases are expected to create jobs and stimulate local businesses.
Africa’s lithium expansion meets global demand
Ghana’s move reflects a broader shift across Africa, where countries such as Zimbabwe, Namibia and the Democratic Republic of Congo are expanding lithium and other battery mineral projects to capture greater value within global supply chains.
The Ewoyaa mine is expected to produce about 3.6 million tonnes of spodumene concentrate over 12 years, making it one of Africa’s largest lithium projects currently under development, according to the company.
It is also notable as the continent’s only U.S.-bound lithium project, with many others backed by Chinese funding, underscoring its strategic importance in supply diversification.
As demand for battery minerals accelerates, the project positions Ghana as an emerging player in Africa’s evolving critical minerals landscape and signals a broader transformation in the country’s resource strategy.

Long Lehao (龙乐豪), a veteran of China’s space industry1, recently delivered a presentation at the 2026 Second Commercial Space Industry Development Conference & Commercial Space Exhibition (2026第二届商业航天产业发展大会暨商业航天展) in Shenzhen (深圳市), Guangdong (广东) province, where he provided an update to China’s asteroid deflection test mission.
That mission, pending a name via public solicitation, is currently scheduled to be launched atop of a Long March 3B/E out of the Xichang Satellite Launch Center in December 2027, with two satellites being thrown into deep space. The first satellite, an observer, will arrive at the target asteroid in early 2029, via a Venus flyby, to characterize it, while the impactor spacecraft should arrive in April 2029 to slam into the target at a speed of around ten kilometers per second.
Alongside the launch date, Long Lehao revelead the the deflection test mission is now targeting asteroid 2016 WP8, which passes across Earth’s orbit on a 13.3 degree inclination and completes a lap around the sun every 341 days. The size of 2016 WP8 is unknown but it has a magnitude of 23.9, meaning it may be no larger than forty meters across.
Targets for the deflection test have changed a few times. Originally, the lower inclination 2020 PN1, no larger than seventy meters, would have been hit. A year later, the almost Mars-reaching 2019 VL5 was a potential target, with its about forty-meter size. And the previous target was the Venus-crossing 2015 XF261, up to around thirty meters across.2

In an update to the mission six months ago, Wu Weiren (吴伟仁), the Chief Designer of China’s highly successful Lunar Exploration Program, said that the aims of the deflection test are:
“Upon impact, the aim is to generate a significant kinetic energy in order to alter the asteroid’s orbit. We plan to achieve an orbital deflection of about three to five centimeters.”
Designs of the two spacecraft are yet to be revealed, but work on the mission has been under study and development since 2022. The Tianwen-2 (天问二号) asteroid sample return mission is likely to inform aspects of the deflection test, as it will provide an understanding of how to approach and survey asteroids.
At the Two Sessions (两会) this year, China’s policymakers approved of a near-earth asteroid defence program via the 15th Five-Year Plan. In September 2025, Wu Weiren unveiled initial plans for a planetary defence system that would redirect or destroy hazardous asteroids. Within five years, systems for increasing the capacity of near-Earth object monitoring, cataloguing, early warning, and response should be established, with international partners encouraged to join and collaboratively work on Earth defence efforts.
To date, NASA’s Double Asteroid Redirection Test (DART) in 2021-2022 is the only successful proving that throwing spacecraft into asteroids at great speed is a viable means of altering their orbits, having slowed Dimorphos’ orbit by 33 minutes.

Fifth Annual Art Exhibition
Hello everyone. With the Earth and sky gazing at each other and the Milky Way as our companion, I am Zhang Lu, a taikonaut on the Shenzhou-21 mission. Right now, I am stationed at the Chinese Space Station, 400 kilometers above Earth, alongside my crewmates Wu Fei and Zhang Hongzhang.
Now we have the first piece of amazing news to share: the Fifth Sky Art Exhibition is about to launch! This is a momentous occasion that young people have been eagerly anticipating.
From the hand-painted artwork ‘Questioning the Heavens’ to the five subsequent exhibitions that continue to illuminate the night sky, every piece sent into space represents a heartfelt dialogue between Earth and the heavens, and a resonance of dreams between young people and the stars.
‘Pioneers and Role Models in My Heart’ is the theme of this art exhibition. Through the paintings, we can deeply sense the emotions the children have imbued in their brushstrokes, emotions that shine brighter than the Milky Way and stretch farther than the sky.
The eighty paintings on display are representative of the outstanding works submitted by more than 15,000 young artists across the country. The young artists used their ideals as ink and colors as brushes to carefully depict the pioneering spirit in their hearts. Their artwork depicts the sincere dedication of veteran scientists who have devoted their lives to the nation, the perseverance of space professionals chasing their dreams in the heavens, and the sense of responsibility shown by those who press forward against the odds. Every stroke of color embodies the unwavering conviction that ‘a strong nation depends on me’, and every painting captures the lofty aspirations of today’s youth.

Since arriving at the Chinese Space Station, the Shenzhou-21 crew has been working in orbit for over five months, steadily advancing their various missions with a rigorous approach and efficient teamwork. Let’s take a look at the crew’s weekly log from last week.
In the field of space medicine experiments, the crew used laptops and related experimental software to conduct experiments related to trust and collaboration mechanisms, human-machine trust in space, and utilized near-infrared brain function imaging equipment to conduct experiments on the real-time characteristics of brain networks in space.
In the field of microgravity physics, the crew carried out tasks in accordance with the experiment schedule, including replacing the ignition heads and sampling covers of the experimental cabinets inside the combustion science cabinet, replacing experimental samples in the fluid physics experiment cabinet, and cleaning samples from the experimental chamber of the containerless experiment cabinet, as well as maintaining the electrodes of the handling mechanism.
Regarding cabin cargo management, the crew completed environmental monitoring tasks such as temperature measurement, wind speed measurement, and dew point testing as planned, and carried out material sorting, regular cleaning, and on-site equipment inspection and maintenance.
In terms of health maintenance and monitoring, the three taikonauts underwent a series of medical examinations, including 12-lead electrocardiograms, non-invasive cardiac function tests, and ambulatory electrocardiogram and blood pressure monitoring. They also used a traditional Chinese medicine diagnostic instrument to monitor and collect data on various health indicators. At the same time, they actively engaged in on-orbit exercise.

Zhang Lu is the Commander and Pilot of the mission for his second spaceflight, having flown for the Shenzhou-15 mission between November 2022 and June 2023. He is from Hanshou County (汉寿县), Hunan (湖南) province, and was selected as part of China’s second taikonaut group in 2010, also being considered a ‘post-70s’ taikonaut having been born in November 1976.
Before becoming a taikonaut, Zhang served in the People’s Liberation Army Air Force and achieved the rank of Senior Colonel. He also joined the Communist Party of China in April 1999. After the Shenzhou-15 mission, Zhang was awarded the Spaceflight Merit Medal (Third Class) along with the honorary title of hero taikonaut.
Wu Fei is the Flight Engineer for this mission, which will be his first trip into space. He is from Baotou (包头市 / ᠪᠤᠭᠤᠲᠤᠬᠣᠲᠠ), in the Inner Mongolia Autonomous Region (内蒙古自治区 / ᠥᠪᠥᠷ ᠮᠣᠩᠭᠣᠯ ᠤᠨ ᠤᠨᠥᠪᠡᠷᠲᠡᠭᠨ ᠵᠠᠰᠠᠬᠤ ᠣᠷᠣᠨ), and was selected as part of the third taikonaut group in October 2020, while being considered a ‘post-90s’ taikonaut having been born in 1993.
Before his selection as a taikonaut, Wu was an engineer at the China Aerospace Science and Technology Corporation. He also joined the Communist Party of China in 2015.
Zhang Hongzhang is the Payload Expert for this mission, with it being his first trip to space. He is from Binzhou (滨州市), Shandong (山东) province, and was also selected as part of the third taikonaut group in October 2020, while being considered a ‘post-80s’ taikonaut having been born in 1986.
Prior to being selected as a taikonaut, Zhang was a researcher at the Dalian Institute of Chemical Physics, Chinese Academy of Sciences (中国科学院大连化学物理研究所), where he explored new materials and technology for batteries. He also joined the Communist Party of China in 2004.

This was discussed at a meeting between First Deputy Chairman of the NASB Presidium Vitaly Zalevsky and Professor Zhu Xiao of the Institute of Optics and Electronics at Huazhong University of Science and Technology on 6 April, the NASB press service told BelTA.
The parties discussed prospects for bilateral scientific and technical cooperation, including in combined material-processing technologies, as well as opportunities for synergy between laser technologies and magnetic-pulse processing, which open new horizons for the creation of high-tech products. They also spoke about joint participation in the competition for flagship Belarus-China scientific and technical projects and in a major optics and electronics exhibition to be held in Wuhan in May 2026.
All cooperation agreements between Huazhong University of Science and Technology and the NASB Physical-Technical Institute were formalized in a protocol signed following the meeting by Zhu Xiao and Igor Smyaglikov, Deputy Director for Research of the Physical-Technical Institute.

Throughout the flight, the engine remained in good condition. The aircraft flew for 16 minutes, covering 36 kilometers at a speed of 220 km/hour and at an altitude of 300 meters. After completing its scheduled flight tasks, it returned safely, marking a successful maiden flight, according to the Aero Engine Corporation of China, the developer.
According to experts from AECC, the successful maiden flight represents a significant leap from technological development to engineering application of domestically developed megawatt-class hydrogen-fueled aviation engines. The technology is also expected to drive coordinated upgrades across the industrial chain, including upstream green hydrogen production, midstream storage and refueling infrastructure, and downstream high-end equipment and new materials clusters, promoting the green, low-carbon and high-quality development of the country’s aviation industry.
This indicates that China has established a complete technical chain, from core components to full system integration, in the field of hydrogen-fueled aviation engines, verifying the engineering reliability of integrating hydrogen-powered systems with flight platforms. This lays a foundation for the future industrial application of hydrogen energy in aviation and marks an important step in China’s transition from technological exploration to engineering practice in green aviation power, the experts said.
They added that as the cost of green hydrogen production continues to decline, the economic and energy security advantages of hydrogen-powered aviation will gradually become more apparent. The technology is expected to be initially applied in low-altitude sectors such as unmanned cargo transport and island logistics, before gradually expanding to regional and eventually trunk passenger aircraft.

A Long March 6 steadily rose off of Launch Complex 16 at the Taiyuan Satellite Launch Center on April 25th at 20:15 pm China Standard Time (12:15 pm Universal Coordinated Time), heading for low Earth orbit on behalf of an international customer.
That international customer was, somewhat expectedly, Pakistan with the PRSC-EO3 remote sensing satellite, supported by the China Academy of Space Technology. The satellite is equipped with a high-resolution optical instrument to perform its tasks.
Previously, China’s commercial and state-run launch vehicles have delivered other earth observation and remote sensing satellites for Pakistan, including PRSC-EO1 in January 2025, PRSC-EO2 in February, PRSC-S1 in July 2025, and PRSC-HS1 in October 2025. Working together, the five satellites will improve mapping of the country, natural disaster monitoring and planning, agricultural support services, as well as the planning of urban developments.
This year will also see a Pakistani astronaut visiting the Tiangong Space Station for about a week.

Once PRSC-EO3 was released into space, the Shanghai Academy of Spaceflight Technology shared via a post-launch blog post that launch preparations took place on a compressed schedule while maintaining mandated quality controls. Compressed schedules were deemed needed after Pakistan was said to have bought this launch around six months ago, coming one year and three weeks after the Long March 6’s previous flight.
Interestingly, the Shanghai Academy felt it relevant to list all of the Long March 6’s launch missions and some development milestones to date, starting in July 2008. That alone would not be interesting if rumours of the launch vehicle’s retirement had not been circulating for the past several months, which were not confirmed or denied.
Today’s launch was the 15th mission for the Long March 6, the 265th Long March vehicle from the Shanghai Academy of Spaceflight Technology, and the 640th launch of the Long March launch vehicle series. This was also the 26th launch from China in 2026.

A Long March 6 lifted off from Launch Complex 16 at the Taiyuan Satellite Launch Center, at 10:12 am China Standard Time (02:12 am Universal Coordinated Time) on April 3rd. Today’s launch had a single satellite delivered to low Earth orbit.
This section is for those less familiar with China’s Long March series of launch vehicles.
The Long March 6 was the first ‘green-propellant’ Long March launch vehicle with it being developed by the Shanghai Academy of Spaceflight Technology. The first two stages of the vehicle burn rocket-grade kerosene and liquid oxygen, with the third-stage burning Dinitrogen Tetroxide and Unsymmetrical Dimethylhydrazine.
The payload capacity of the launch vehicle is currently as follows:

The first-stage is powered by a YF-100 engine producing 122 tons of thrust and fuelled by rocket-grade kerosene and liquid oxygen. The second-stage is powered by a YF-115 generating 18 tons of thrust while also burning rocket-grade kerosene and liquid oxygen. The third-stage is powered by a YF-50E engine generating 0.66 tons of thrust burning Dinitrogen Tetroxide and Unsymmetrical Dimethylhydrazine.
On the launchpad, the Long March 6 is believed to be 29 meters tall and weighs 103,000 kilograms when fully fuelled. The first-stage has a diameter of 3.35 meters, with a second-stage diameter of 2.25 meters, and a fairing diameter of 2.6 meters.
So far every Long March 6 has launched from the Taiyuan Satellite Launch Center, in the north of Shanxi province.

Across China, hilltops are dotted with wind turbines, and long rows of them span many miles in western deserts. Ultrahigh-voltage power lines carry electricity thousands of miles to the energy-hungry factories along China’s coast.
Last year, China installed three times as much wind power capacity as the rest of the world combined, even as its turbine exports jumped. The global industry’s center of gravity has shifted decisively: All of the world’s six largest wind turbine manufacturers are Chinese, displacing once-dominant European firms and companies like General Electric.
The war has made China’s investments in wind look prescient. Its Asian neighbors, long reliant on Middle Eastern oil and gas, are struggling to secure fuel supplies. Meanwhile, China, with its massive reserves and modern electric grid, is better positioned to weather the energy crisis.
The contrast with the United States is stark. Under President Trump, energy policy has swung back toward oil and natural gas. In the past six weeks, the Trump administration has moved to spend nearly $2 billion reimbursing energy companies for abandoning plans to build offshore wind farms. This week, a leading renewable energy group said the administration has stalled more than 150 wind farm projects by delaying military reviews once considered routine.
The United States, the world’s largest producer of oil and natural gas, has the luxury of relying on fossil fuels. China, the largest importer, does not. It is moving to reduce its exposure, motivated by concerns over national security, economic stability and climate change.
With the Strait of Hormuz, a critical artery for oil and gas shipments, largely closed for two months, China’s top leaders have grown more emphatic. “Energy is a strategic issue in development — our pioneering development of wind power and solar technology has proved to be forward-looking,” Xi Jinping, China’s top leader, said in late March, three weeks after U.S. and Israeli attacks on Iran began.
Unlike solar projects, which can be built quickly, wind power demands long-term planning and patience. Chinese officials have both in abundance.
Each wind turbine tower requires a large concrete foundation. Turbine installation depends on stretches of calm weather in windy locations. In China, large solar power farms can rise in less than a year, while wind projects can take up to three years, said Sebastian Meyer, a longtime renewable energy consultant who specializes in China.
Solar installations for homes, shopping malls and factories are even faster. Panels can be unboxed and installed almost immediately in China and other countries with few restrictions. Wind is different. “Wind projects can have a really long development time horizon compared to solar,” Mr. Meyer said. ImageA person on a scooter travels a dirt path with power poles to one side. China is now racing to build offshore wind turbines, which tend to catch steadier breezes and sit much closer to coastal power users than desert turbines do.
The push has faced little public resistance because of strong government backing. Even though local residents complain, they have little power to stop projects from moving forward.
“The noise from these turbines is quite loud,” said Wang Cuifen, who lives on a small farm outside Yancheng, near the base of towering turbines in a tidal zone. “They run nonstop from around 4 p.m. to 4 a.m., and it affects our rest.”
China’s early offshore projects were relatively simple in tidal areas or shallow waters near Weifang and Yancheng in northern coastal China. That is now changing.
Last month, China Huaneng Group, one of the country’s five main power generators, completed the country’s deepest offshore wind project. A new array of turbines sits 45 miles off the coast of Yantai in northern China, set in waters 180 feet deep.
In a speech in July, Mr. Xi urged China to “promote the orderly and well-regulated expansion of offshore wind power.”
Wind supplied 10 percent of China’s electricity last year, a share that is growing about one percentage point annually. Coal still accounts for just over half, but its share is slipping a couple of percentage points each year.
China is ramping up wind equipment exports in a hurry, unnerving competitors in the West and India. Exports of wind turbines and components to the European Union jumped 66 percent last year, while shipments to developing countries in China’s Belt and Road Initiative climbed 74 percent.
Chinese manufacturers, led by Envision Energy, are also gaining ground in India. Buoyed by tax incentives and government support, the country vies with the United States as the world’s second-largest wind market, after China. Envision now rivals Suzlon Energy, India’s main wind turbine manufacturer, on its home turf.
The standoff in Iran and the resulting spike in oil and natural gas prices have accelerated demand. Global wind turbine orders surged this spring, building on a 40 percent increase last year. Vietnam, for example, canceled plans for a major gas plant to focus instead on wind and solar.

Chinese manufacturers have driven the surge in many markets, both at home and in developing countries. Their main foreign rival, Denmark’s Vestas, has struggled to compete because China’s state-owned banks keep the renminbi weak against the euro, making Chinese wind turbines less expensive abroad.
The renminbi has strengthened slightly this year, but it remains 3 percent below its level two years ago, even though China’s trade surplus with the European Union has ballooned.
Two decades ago, the wind industry was dominated by non-Chinese manufacturers: Vestas, General Electric, Germany’s Enercon, Spain’s Gamesa and Suzlon.
That began to change in 2005 when Beijing issued a directive, known as Notice 1204, requiring China’s wind farms to source at least 70 percent of their equipment domestically. Beijing’s top economic planning agency warned that projects failing to meet this threshold would not be approved.
Vestas, General Electric, Gamesa and Suzlon responded by building factories in China. Gamesa, which then held a 30 percent market share, localized nearly all its production. By 2009, its turbines for China were assembled with 95 percent Chinese components.
The company trained more than 500 Chinese suppliers to manufacture components from Spanish designs. But those same companies soon began supplying emerging domestic rivals. China’s wind industry boomed, and Gamesa’s market share plummeted to 3 percent.

In 2009, the United States challenged China’s local-content requirements as a violation of its World Trade Organization commitments. China dropped the rule soon after.
But Beijing quickly tilted the field again, designating wind power as a strategic sector and favoring domestic firms. Chinese wind farms soon stopped buying from foreign manufacturers’ local factories. Over the next decade, those companies shuttered sales offices and turned their Chinese factories toward exports.
Beijing also poured subsidies into homegrown firms. When Ming Yang Smart Energy, now the world’s third-largest wind turbine manufacturer, went public in 2010, its prospectus said it “obtained land and other policy incentives from local governments.” The disclosures also detailed how these municipal governments bought turbines from only Ming Yang for their wind farms.
Abroad, Chinese manufacturers are encountering political resistance to their selling fully built turbines in Europe, although they have had more success selling components to European manufacturers. In March, the British government blocked Ming Yang from installing offshore wind turbines in British waters, citing national security concerns.
China’s Ministry of Commerce condemned the decision last month, saying it was “not conducive to local economic development or to improving the well-being of the British people.”
The European Union has opened an anti-subsidy investigation into imports from China’s state-controlled Goldwind Science & Technology Company, the world’s largest turbine maker. After preliminary findings pointed to subsidies that may violate trade rules, regulators may impose tariffs on Goldwind — a move that could prompt Chinese retaliation.
